The Dos Rios Classification and General Plan will establish a set of goals for the property, guiding its development and growth in the coming years.

This will be achieved through documenting existing conditions, analyzing possible constraints, developing design concept alternatives, completing an EIR, and conducting public outreach. All work will be presented to the State Parks and Recreation Commission for consideration and approval.

WHAT IS PARK CLASSIFICATION?

Park Classification is an important step to determine the purpose of a state park, and the range of conservation, recreation, and management activities that are appropriate.

All properties that are part of the California State Park system are classified by the State Park and Recreation Commission. Properties can be classified as a State Park, a State Recreation Area, Historical Unit, or a State Reserve as described in California Public Resources Code, Division 5, Chapter 1, Article 1.7. In some cases, a state park also includes a subclassification if certain areas within the property contain outstanding resources that may need additional protection. These subclassifications include Natural Preserve and Cultural Preserve.

WHAT IS A GENERAL PLAN?

A State Parks General Plan defines a purpose, vision, goals, and guidelines for a park’s future.

 By providing clear management direction, the plan guides day-to-day decisions and management plans that will work towards achieving the outlined goals and overall vision. General Plans are primarily “goal-based” rather than “objective-based”, defining an ultimate intention for park but minimal specificity when it comes to accomplishments and timeframes. Specificity is intended to be developed in subsequent plans.

WHAT IS AN ENVIRONMENTAL IMPACT REPORT (EIR)

As required by the California Environmental Quality Act (CEQA), a State Parks General Plan is accompanied by an Environmental Impact Report (EIR). An EIR informs the public of the significant environmental effects of a project, ways to minimize them, and reasonable alternatives to the project. The Dos Rios Classification and General Plan will include a programmatic EIR. CEQA requirements for future work on specific projects within Dos Rios will be determined for each individual project.
