The Dos Rios General Plan will establish a set of goals for the property, guiding its development and growth in the coming years.

This will be achieved through documenting existing conditions, analyzing possible constraints, developing design concept alternatives, completing an EIR, and conducting public outreach. All work will be presented to the State Parks and Recreation Commission for consideration and approval.

WHAT IS A GENERAL PLAN?

A State Parks General Plan defines a purpose, vision, goals, and guidelines for a park’s future.

By providing clear direction, the plan guides the park’s management, operations and development, and will work towards defining a framework for resource stewardship, recreational improvements, and educational opportunities. General Plans are primarily “goal-based” rather than “objective-based”, defining an ultimate purpose, vision, and intent for the park through broad goals, guidelines, and objectives. 

Part of the process also involves classifying the property as a State Park, a State Recreation Area, Historical Unit, or a State Reserve as described in California Public Resources Code, Division 5, Chapter 1, Article 1.7. The classification helps reenforce the parks’ purpose, and the range of conservation, recreation, and management activities that are appropriate. 

WHAT IS AN ENVIRONMENTAL IMPACT REPORT (EIR)

As required by the California Environmental Quality Act (CEQA), a State Parks General Plan is accompanied by an Environmental Impact Report (EIR). An EIR informs the public of the significant environmental effects of a project, ways to minimize them, and reasonable alternatives to the project. The Dos Rios General Plan will include a programmatic EIR. CEQA requirements for future work on specific projects within Dos Rios will be determined for each individual project.
